It is designed to protect you from someone assuming your identity through identify theft. COLLECT is the computer system Connecticut law enforcement use to check driver's license and see if someone is wanted, You generate your own password and provide it on the form. If an officer stops you, or someone using your identity for a traffic stop, the officer will request the password to identify the operator. If the password isn't provided, the officer will assume the operator is not the real person.
