2. What is Community Development?

The Community Development Office manages the Town's Community Development Block Grant (CDBG) Program.  CDBG is an annual entitlement grant program through which federal U.S. Department of Housing and Urban Development funding is allocated to municipal and area non-profit organizations for the purpose of addressing the needs of the local community. Funding is intended to support programs and organizations working to create viable neighborhoods, decent housing, suitable living environments, and expanded economic opportunities for persons of low- and moderate-incomes. 

3. How are Community Development Block Grant funds allocated?

Non-profit and municipal organizations may apply for a grant to address identified needs of low- and moderate-income Greenwich residents. The Town's CDBG Program Year runs from July 1st through June 30th annually. The allocation calendar/timeline generally follows the below:

1. A notice of funding availability is released in late December/early January through a community-wide mailing and public notice on the Community Development webpage and local paper.
2. Proposals are evaluated by the Community Development Office to ensure compliance with CDBG national objectives before being forwarded to the Community Development Advisory Committee (CDAC) for further review and a public hearing in February/March. Recommendations are made by the CDAC to the First Selectman, who hosts an additional public hearing before sending the Town's draft Annual Action Plan for approval by the BET and the RTM in April/May. Final approval of the Annual Action Plan by the U.S. Department of Housing and Urban Development is anticipated in July/August.
3. Funds are made available to the awarded organizations through a written agreement in August/September.
