JOB DESCRIPTION State Appointed Harbormaster
The Greenwich Harbor Management Commission (HMC) is now accepting applications from individuals interested in serving as the State appointed Harbor Master for the Town of Greenwich. The term is for three years, running concurrently from July 1-June 30.
While this is a State appointed position, the actions of the Harbormaster must be consistent with the Greenwich Harbor Management Plan. Although a small state stipend is provided, the position requires a significant commitment of volunteer time. The Town may provide a boat, slip, fuel and phone expenses. The Search Committee will notify applicants of time and place for interviews. The selection will be based on qualifications, and the ability and willingness of the applicant to undertake the necessary duties and to work with the HMC. The HMC will forward a list of three applicants to the Governor who will appoint the Harbormaster from this list. The HMC will keep the BOS informed of its search progress.
Duties and qualifications include, but are not limited to, the following:
State and Town Harbormaster requirements:
Must carry out state and local prescribed duties in a manner consistent with applicable State statutes (CT General Statutes, chapter 263, section 15-1; Special Legislative Acts 93 and 288 and, the Greenwich Harbor Management Plan (adopted September, 2017) and other pertinent decisions of the Greenwich HMC;
Boating and navigation skills:
Must have a basic knowledge of local, state and federal laws and regulations
and be able to work cooperatively with local marine police, as well as CT DEEP and US Coast Guard officials;
Must have mastered the basic skills of handling small vessels and have reasonable knowledge of and comfort with working on the water; must have a CT safe boating certificate. US Coast Guard license not required but a plus;
Must be able to efficiently review and approve applications for individual moorings and coordinate with the local yacht clubs which hold duly authorized perimeter permits;
Must have basic computer skills and a working knowledge of a web-based mooring management system; understand GIS coordinates and able to chart mooring positions using a GPS;
Other commitments:
Attend monthly meetings of the Harbor Management Commission;
Make periodic observations throughout the boating season, to verify moorings in place, appropriate ground tackle, and protection of shellfish beds.
